This is the field deployed version of the FEMA Emergency Management Institute (EMI) E273 course. This course is designed to provide an organized training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the NFIP and concepts of floodplain management, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance.
8:00 am - 5:00 pm each day (four day course)

The course is FREE, but registration is required
Local officials responsible for administering local floodplain ordinances, as well as federal, state and regional floodplain managers are encouraged to attend. (Those with less floodplain management activity in your community, or who cannot commit to the four day training can also consider the one day workshops listed below.)

Time: Registration at 8:30. Sessions 9 am to 4 pm. Two tracks will be offered for part or all the day so those attending can choose to cover basics or more advanced topics.
Cost: FREE for training. At most locations there will be an opportunity to order (and pay for) box lunches that morning; bring cash or a bag lunch.
Target Audience: City, county and watershed staff who administer floodplain regulations and/or assist with interpretation of FEMA flood maps or determine flood elevations – (i.e., zoning administrators, planners, building officials, city/county engineers, etc.); engineers/surveyors who work with floodplain issues/properties; elected/appointed officials, insurance agents, realtors, etc.
Topics Covered: History of floodplain management regulations, roles, definitions, permitted uses in floodway vs flood fringe; FEMA map interpretation; permit process and record-keeping; flood insurance basics (including highlights of 2012 & 2014 Reform Acts); FEMA map appeals/revisions, determining BFEs in A zones; zoning basics; shoreland management basics
