Our lead story in "News&Views" was written by John Ingargiola of FEMA Building Science Branch and Laura Ghorbi with AECOM, asks, "Did Katrina change the way we build? A Building Science perspective."

Director Emeritus Larry Larson ponders whether our national policy on disaster relief and recovery is creating a "moral hazard." Executive Director Chad Berginnis says we have the tools, systems and knowledge to execute quickly after a national disaster, but we need the will and some policy changes to make our mitigation system more efficient. And Chair Ceil Strauss wants states to take more financial responsibility in reducing flood risks in communities.

In honor of Hurricane Katrina's 10th anniversary, we thought it would be a great idea to pick the brains of some leading industry experts on New Orleans. Check out the interviews with Gerry Galloway and Shirley Laska.

Rod Scott of L&R Resources will be writing a series of columns on the issue of historic buildings and the challenges when attempting to mitigate them. His first story focuses on how many pre-FIRM historic buildings are out there in the floodplain.

Chad Berginnis gives us the low down on why a recent South Carolina Supreme Court ruling is significant to floodplain managers nationwide.
