Director Emeritus Larry Larson ponders whether our national policy on disaster relief and recovery is creating a "moral hazard." Executive Director Chad Berginnis says we have the tools, systems and knowledge to execute quickly after a national disaster, but we need the will and some policy changes to make our mitigation system more efficient. And Chair Ceil Strauss wants states to take more financial responsibility in reducing flood risks in communities.
